When an Editor finds a potential Reviewer who is not currently registered in the publication's EM database, or if the Editor knows that a particular potential Reviewer is not currently registered, the Editor can proxy register that candidate.
A Register and Invite New Reviewer link appears on the Reviewer Selection Summary page and on the Select Reviewer results pages. This link takes the Editor to the proxy registration process, where the candidate can be registered, assigned a Reviewer role, and immediately invited/assigned to review the submission or proposed as a Reviewer or selected as an alternate Reviewer.
Editor roles must be granted the proxy registration permission, and a letter must be configured to go to the newly registered Reviewer (to inform the Reviewer of the invitation to review and the proxy registration).
Go to RoleManager > Editor Role. Grant permissions to the applicable Editor roles:
Go to PolicyManager > Email and Letter Policies > Edit Letters. Create a letter in the Reviewer Invitation family. For details on letter configurations, see Create Letters.
Then go to ActionManager > Reviewer Letters (select the applicable Reviewer role, if necessary). Go to the Reviewer Assigned section. Next to the event, Reviewer Invited, click the Select Letters link. In the pop-up window, choose the letter configured above from the drop-down list for Original Submission and click Save (to close the popup). When finished, click Submit.
This feature allows an Editor, in the process of assigning Reviewers, to send an email message to the publication office requesting that office staff locate the contact information for a Reviewer not already registered in the EM system. This option is for Editors who do not have proxy registration permissions.
For example, an Editor might find appropriate Reviewers while looking through a submission's references or from a MEDLINE search; this feature enables the Editor to send the potential Reviewer's name to the publication office. This staff can then research the potential Reviewer and add the candidate to the system via proxy registration.
Note: The recipient of the request can only be the submission's "attached Editor." For details, see Special Relationship between Publication Staff and Submissions .

Then go to ActionManager > select applicable the Editor role to receive the letter configured above. Go to the Reviewer Assigned section. Next to the event, Request Unregistered Reviewer, choose the letter configured above from the drop-down list. When finished, click Submit.
