Some Editors identify Reviewers but do not actually invite them, leaving this task to publication staff members who are not assigned to the submission. Identifying the potential Reviewers is usually done via the Propose Reviewers feature, although sometimes Editors may notify the staff of potential Reviewers outside the system (e.g., via email or other communication).
The system does not allow Reviewers to be invited until an Editor is assigned to a submission. Once an Editor assignment is made, anyone with access to that Editor's submissions (and permission to invite Reviewers) may invite Reviewers for that submission.
A user may be granted access to an Editor's submission in three ways: the user's role has the RoleManager permission, View All Submissions; the user is an higher-level Editor assigned to the submission; or the user (publication staff) assigned the first Editor to the submission and, therefore, has a special relationship to the submission (see Special Relationship between Publication Staff and Submissions).
The system allows publication staff and Editors to invite Reviewers for submissions in the View All Assigned Submissions folder and from any of the three Subordinate Editor's Pending Assignments folders. Unlike other functions (e.g., Submit Decision and Comments), it is not necessary for the publication staff person to log in as the assigned Editor to invite Reviewers.
For example, a publication staff person assigns a submission to an Editor. (This moves the submission from the staff person's New Submissions Requiring Assignment folder to the View All Assigned Submissions folder.) The staff person then goes to the View All Assigned Submissions folder, locates the submission assigned to the Editor, and clicks on the Invite Reviewers link in the Action column to select Reviewers for the submission.
Note: If an Editor role does not have the RoleManager permission, Invite Reviewers, users with that role will not see the following folders: Submissions Requiring Additional Reviewers and Reviewers Invited – No Response.
