Configure Author Responses to Editorial Decisions

Once a publication has notified the Author of a decision on a submission, the Author may respond in the EM interface, depending on the decision.

Revise: Decline to revise, reinstate a declined revision

When the publication requests that the Author revise the submission, the Author may agree or decline to make the revisions. Action links for the submission (Revise Submission or Decline to Revise) enable the Author to take either action.

Some Authors may accidentally click the Decline to Revise link when they do intend to submit a revision of the manuscript. Clicking the Decline to Revise link moves the submission to the Author's Declined Revisions folder. The Author can access the submission in this folder and click the Reinstate Submission link to move it back to the Submissions Needing Revision folder).

When an Author declines to revise a submission, the submission does not move from the Editor's Submissions out for Revision folder. Publications can configure the system to automatically set final disposition (to Withdrawn) on submissions that Authors have declined to revise. It is recommended that the threshold set allows time for the Author to reinstate the submission or the Editor to rescind the decision. Once a final disposition has been set on a submission, the Author cannot reinstate the submission without intervention from the editorial office. 

To Configure:

Configure letters to notify Editors of the Author's choice to decline to revise and to reinstate the submission (and move forward with revision). For details on letter configuration, see Create Letters.

Associate the letters with the ActionManager events:

To set final disposition automatically, go to PolicyManager > Editor Decision Policies > Configure Automatic Withdrawal of Declined Revisions. Check the box to enable the feature. Enter the number of days. When finished, click Submit. For details about final disposition, see Set Final Disposition

Reject and transfer: Decline to transfer, authorize transfer and select destination

Publications may use the Reject and Transfer decision to offer a Corresponding Author the option of transferring a submission and providing a selection of publications to which it might be transferred. A time limit may be configured for the Author to agree to or decline the transfer offer.

The Author can access the submission in two Author folders, Submissions with a Decision and Submission Transfers Waiting for Author's Approval. The Author may agree to or decline the transfer offer. Action links for the submission enable the Author to take either action. (The Decision letter may also include deep link merge fields that work the same way as the Action links.)

If the Author clicks Decline to Transfer, the submission moves out of the Submission Transfers Waiting for Author's Approval folder, and the decision is changed to Reject. The submission remains in the Submissions with a Decision folder.

If the Author clicks Agree to Transfer, the Transfer Submission page displays the publication(s) identified by the Editor where the submission may be transferred. The Author makes a selection using radio buttons. The option, DO NOT TRANSFER SUBMISSION, also appears. Once the Author selects a publication and clicks Submit, the final disposition is set to Transfer.

If the Author neither agrees nor declines before the configured transfer time limit expires, the system automatically sets the final disposition to Reject.

Editors can monitor these submissions in two folders, My Assignments Pending Transfer (where the logged-in Editor has made a decision on the submission), and All Submissions Pending Transfer. The default Details page for the submission also displays transfer offer expiration information.

To Configure:

If necessary, configure a decision term in the Reject and Transfer family. For details, see Create Decision Terms and Associate Decision Letters.

A Reject and Transfer decision type should be created only if there is at least one target publication configured in AdminManager > Configure Cross-Publication Submission Transfer. Even if a Reject and Transfer decision has been configured, the term will not be available for Editors to select on the Submit Editor's Decision and Comments page if there are no confirmed transfer target publications. For details, see Transfer Submissions Between Publications.

To set a transfer time limit, go to AdminManager > Configure Cross-Publication Submission Transfer. In the Configure Transfer Time Limit section, enter the preferred number in the text box for the number of days the Author has to respond. (The default setting is 30.) When finished, click Submit.

Letters, in the Decision Letter family, should be created to notify the Author of a Reject and Transfer decision. For details on letter configuration, see Create Letters.

Letters may also be configured to send to the Corresponding Author and Editors for the ActionManager events:

%ACTUAL_TRANSFER_PUBLICATION_TITLE% can be added to a letter configured for the 'Author Agrees to Transfer Submission' event to display the name of the Publication to which the submission has been transferred.

Author rebuttal

When an Author requests to reverse the withdrawal of a submission or to dispute a Reject decision, an Editor (with appropriate permission) can initiate a rebuttal on behalf of the Author.

The Editor can go to All Submissions with Final Disposition folder and click the Action link, Initiate Rebuttal. The submission moves from the Author's Submissions with a Decision folder to the Submissions Needing Revision folder. For the Editor, the submission moves from the All Submissions with Final Disposition and My Assignments with Final Disposition folders to the Submissions out for Revision folder. (The Author may then make further revision to the manuscript and submit the revision.)

The publication may grant the Author role permission to send ad hoc email within the system and create a letter for the Author to use to request that rebuttal be initiated. Otherwise, an Author must contact the Editor/editorial office outside of the EM system to rebut the decision (or reverse withdrawal). 

Note: If the Author contacts the Editor to rebut a rejected submission before final disposition has been set, the Editor must first set final disposition to Reject and then click the Initiate Rebuttal link to start the rebuttal process.

To Configure:

Go to RoleManager > Editor Role. Grant permissions to the applicable Editor roles:

A letter should be configured to notify the Author that the submission is ready for the rebuttal/revisions. (Only the Author can receive an email notification for this event. Editors and Reviewers cannot receive an email notification when the Editor initiates the rebuttal.) Associate the letter with the ActionManager event, Initiate Rebuttal.
