Publications can transfer submissions (including submission files and metadata) from an EM site to another publication site. Transfers may be within a group of publications using Inter-Journal Resource Sharing (IJRS), to another EM site not part of a group, or an external (non-EM) site.
Transfers can be initiated before any Editors have been assigned (i.e., the submission is immediately seen to be inappropriate for the publication) or after all editorial/review assignments have been completed (and editorial staff determines that the submission belongs with a different publication).
